No More Heroes 2 still has no release date in EU?

Well does it have a publisher. I know Rising Star did the last one but are they on board for the second one or is Ubisoft doing this one. But I'd still assume no later than 4-5 months after the American release to make it out in Europe... just depends on the publisher.
