I think it depends. On home consoles, clearly WRPG's have had more quality titles than JRPG's, I think that's undeniable, but if you factor in Handhelds, there have been many quality titles, which can equal the amount of quality WRPG's released.
About FFXIII and ME2, even if you go by qualified reviews, I think you'll find them to be very equal in the end, even though I still think that ME2 will gain a bit more recognition than FFXIII in the end.
My point is, that there isn't such a massive quality gap, if you look at the overall panorama of both genres. It's a matter of trends, and the nowadays trend tends to favor WRPG's over JRPG's.
