What he means, is that XBL has a base online dev kit library in the package that devs would use to implement online features whereas the PSN doesn't, the point of the 360 is that the devs don't have to spend as much time on side features like basic online play functions or custom rendering API(which is what DX is for.) He's talking about the dev side of things, which has nothing to do with that actual ad-fest that you pay for on the consumer end.
