He's just comparing the (known fact?) that Live is a fully-developed online PLATFORM where every game on the 360 runs its online part smoothly taking advantage of the tools that system provides as default for any game meant to have online for the 360, and the PS3 on the other hand presents a disadvantage in that respect (online) meaning they have to create their own online system from scratch as he's pointing out.

gears of war 2 and resistance 2 i have had a much smoother experience playing resistance 2 than gears of war 2. It is not true for all games, multiplatform titles lack effort and time so ports are not as well made compared to exclusives which run like magic. When resistance 2 came out ppl wondered how it ran with no lag with 64 players online and now there is mag.
