DS piracy is more rampant that PSP piracy. It's also easier to pirate on a DS than a PSP (cards available for every DS model versus firmware flashing on only out of circulation PSP models). And there's fully functional DS emulators in use even, unlike PSP.
BBS is getting pretty much the same treatment as a numbered sequel in Japan. It's getting a huge promotional push, it got a hardware bundle, it's developed inhouse, it features actual new worlds and characters, it's been in development longer than the DS title was even and the working title was literally "Kingdom Hearts Zero". The DS game was outsourced, it had 100% recycled worlds/characters, it had almost half the development cycle, it's multiplayer mission focused and it didn't see nearly the same level of promotion or advertising. It's actually more like comparing Code: Veronica to Outbreak, one is really "mainline" while the other's a "spinoff", even though neither carries a number.
And I said FFXIII would hit 2 million. And it looks like I'm right. ;)
