According to a more meaningful and somewhat normalized "tie ratio" over time, the PS3 is not selling software that badly. It actually sells more or less on par with the 360 in USA, and quite more in Others. It's true that the 360 is very marginally ahead in Japan for the time being (we'll see after the wave of JRPGs hits), but I expect a 360 owner in japan to be a real motivated enthusiast, and thus to buy more software than the average console owner.
