I would bet the new Zelda is the most expensive, but if you're talking shipped games, and software costs only, then I'd say SMG, yeah.  SMG had the advantage of pre-existing engine code (like the rendering library, etc., because the GPU has hardly changed since the GC), and perhaps even a few assets, from SMS as well.

I suppose it's possible that the first Wii Zelda may have cost more than SMG as well, if you don't excuse away the dev costs as being for the "GC version" which was basically the same game...
