For user generated content? It's easy.
Consoles don't really have the control, software or intergration needed to facilitate advanced user generation.
Of course better doesn't always translate into sales... since there is a lot more to quality then literal superiorty.
How much people enjoy games actually has little to do with the actual "programmed" part of the game once you get "good enough" believe it or not.
Change the skins of GOW3 and Dantes Inferno and i bet most people think the game that was Dante's Inferno is better then the game that used to be GOW3.
Not as many as vice versa (likely) but it would still be the case.
It should be interesting how people take the "other things" of the game. This is why some games like Bayonetta don't sell when people expect them to.
