No Front Mission Evolved isn't PS3 exclusive, but do you really think it's going to really think that it will push 360 sales higher than PS3? When there is a PS3 option. Athough seeing what Square did to FF XIII, I can see why there might be doubt about the effectiveness of the title in Japan.
