Well, you could judge most successful platform on hardware sales, software sales or financial success. Publishers would be judged on financial success. Success 'relative to previous years' would be stretching it, although it's possible the readers chose that as the standard of success in their heads in order to be able to choose Sony or Microsoft as 'most successful'. Either way it wouldn't reflect well on them.
