They could have at least had him cast Fallen One more than once since enemies that scaled with the player didn't really exist then (or I assume they didn't, they didn't in the Final Fantasy series yet at least).

Nothing is scarrier than when he casts that on you for the first time.

Maybe they should have given him a higher magic power. I mean, his was like 8.

Goner was 50% stronger than Ultima, but you'd never know from how much damage it does in-game
