It'd be super strange for it to be released in Europe and not the USA... I'm not sure why they would do something like that. (or why they would release it in PAL at all, but who knows.)
Living in Australia and being a Tales fan, I quickly gave up on PAL and started importing my consoles... Not that it matters with the PS3, but anyhow.
