Obviously the 360 version will sell more than the PS3 version (install base reasons), unless for some reason this game is delayed into 2009.
As far as reaching 20m sales... no. Just no. Only six games have ever hit 20m sales, EVER, in the entire history of video games. Here's the very short list:

(Almost all of these games were bundled too.) Some of the posters on this site like to throw around crazy numbers, but 20m is an unbelievable amount of software. Remember, 20m = Halo + Halo2 + Halo3 combined. It won't happen.
