FFIII= Good game, charismatic characters, generic storyline (not baaaaad but nothing special) and hard difficulty
FFIV= GREAT game, voice acting, great storyline, not as hard as FFIII and good video sequences.
If you want a good impression from the FF series on the DS, you shall begin with FFIV because it's a muuuuuuuuuuuuuuch better game than FFIII but I had more fun playing FFIII (maybe because of the characters and difficulty, I don't know).
Maybe if you start with FFIII you will get frustrated because it's hard and "generic" (storyline, quests etc).
Don't get me wrong, both games are good but FFIII is really generic and it's coming from a guy that had more fun with FFIII.
