NIntnedo should be promoting it with all the current games it is usable with. After all if they want developers to use it they need to get awareness about WM+ out there. Most people think it only works with Wii Restort

Why stop there? Nintendo may as well take care of all the advertising for all games, regardless who publishes them.

And if the game can't sell, Nintendo have to cough up the money to cover all loses, too.

No. Wait. Nintendo should just hand out the money to everyone.

what is wrong with one general ad that promotes WM+ only and then shows some random footage and a list of compadible games.

ATM WM+ is a failure. No one except internet people have a real clue what it is or that it even exists.
