Yes it was made by square but made specifically for western audiences

Well, Xxain has already said it, the OP wasn't meant to be a FF targeted for western audiences, FF has been doing that for a long time, it was about a fully developed Western Style RPG FF, kind of Oblivion, Fallout, Borderlands, Diablo, etc etc etc.
