I think that this is about muscling retailers into stocking the game.
Retailers in Europe flat out refuse to stock core games from small publishers, like Muramasa. Even large publishers seem to have a hard time getting retailers to order substantial stock of their core games. How many times have we heard that the latest core game for the Wii isn't widely available at retail?
Nintendo never has this problem. Retailers will stock their games because they know that they will sell and rarely need discounting. So Nintendo is going to make sure that retailers stock enough of Monster Hunter 3 so that the game's sales aren't hindered by lack of supply.
