hey thetonestarr, my advice to you is that you should "downgrade" your system menu, in doing so the downgrade tool uninstalls your current (corrupt) system files and install older (but uncorrupt) files, from Nintendo servers btw ;)

The way the Wii upgrades is incremental. files just get added, not replaced. so if you want to get rid of your corrupt files, you cant just upgrade to fix it. you can update again after you downgrade.

"Formatting" your Wii won't work either, when you "format" your Wii, you are actually just deleting messages, contacts and save files, NOT system menu files, your Wii doesn't go back to factory setting after formatting, It stays at the same system menu. if you tried formatting, you'd just stay at 4.2 system menu. so no use formatting your Wii.

Of course you should back up your Wii harddrive (the Wii's NAND) before doing any of this, like vaio suggested :)
