the hardware and software to make games cost money, don't forget that everyone expected the Wii to be an EPIC FAIL
3rd party developers prepared for 360 and PS3 from the start. and when you consider that developing for 360 and PS3
is the same ( until you have to program it to the system ) in a way it's cheaper
