As for this idiot (at Sega), personally, I hope that Sega fires him for running his mouth. With all the partnerships Nintendo and Sega have been doing lately, for Sega to condone one of their employees doing this in their name would speak ill to Nintendo about said relationship. I'm not going to hold Sega responsible for these words, unless they send a PR person to back them up.

You should really take my previous advice, before commenting further. Listening to an interview, or reading it is usually necessary to make valid statements about said interview. Your comments continue to prove this point.

Regardless of whether he was joking or not, it is not something you say to the media publically. If you have a good working relationship with the other company, critizing them behind closed doors is a normal thing to do. (It happens in weak ones too, though that is more indicative of the partnership falling apart soon.) But never, should you speak ill of your partners while you are still actively paired with them. Even when Nintendo and Sony were "partners", they never spoke ill of each other- until the union ended (as Nintendo came out with Phillips).
