Quick answer - If you have cable internet then that means you 'share' your connection with the people around you that also use cable internet. So it could be that a year ago, not as many people around you had cable internet and now that more people are using it, you are not getting as much bandwidth. It may improve during non peak times but if enough people have jumped on the cable bandwagon then it won't matter since enough people are sharing the bandwidth to slow you down. I have a feeling this is what the cause is since cable internet is spreading very fast ;)
