I just tried it. Couldn't figure it out.
You gotta go back to the PS Store (on your PS3), and sign in with the same account information that bought MGS for the PSP. There should be an icon showing that you've already bought the game. Just download it for the PS3 as well. I've ported games to 3 different PSP's, this way.
Personally, I always download for the PS3 and then copy onto the PSP. It's much faster!
