Well, I've never played UT3, but going on the assumption that it's a prettied up version of all the previous UTs (which I have played a fair amount), TF2 wins. TF2 is distilled, impeccably designed, brilliantly balanced multiplayer mayhem.
About the only reason I can think of to play UT3 over TF2 is if you MUST have vehicles.
