Alright sorry its late and I'm tired and kinda forgot about this thread.
So here are a couple things I'd try for a couple questions, I'll check out some others later.

4 things to try:
1. Vista should give you the ability to run the game in compatibility mode.
Try right clicking the shortcut and select 'Compatibility' tab and try XP with different service packs.
2. Update your video drivers to the latest to see if that fixes any issues
3. Try running the game as an admin (right click shortcut and select 'Run as Admin' and yes to any prompt)
4. Try lowering some graphical settings in case the graphics card/pc is getting too hot or can't handle it

question: so this 'recovery/master cd' is it a windows xp installation cd?
and to clarify, it crashes while loading the files before you get any prompts or questions?

1. Big question: Is this a laptop that has a tracking pad on the palm rest? I've seen them cause issues when they are too sensitive and your palms resting on the laptop cause the mouse to get screwy. Also make sure your mouse pad is clean and don't use glass tables.
If this isn't a laptop or it happens even when your hands are not on the laptop at all then the mouse is probably beat. there are some settings that can be seen under control panel | mouse (xp i think) or control panel | hardware and sound | devices and printers | mouse in windows 7 and probably vista. However I don't think any settings will stop it from shaking on its own. See if you can try another person's mouse for a second to see if it continues with that.
2. Ping is relative to something else, meaning that you can 'ping' another computer or server on a network to see how long it takes for your signal to reach it and make it back i believe. So when you say that your ping is getting worse, you need to let us know what you are trying to ping. Finally pings will usually fluctuate as network activity changes and these numbers are in milliseconds so 78ms isn't horrible. If your using wireless that won't help either since its signal can vary in strength. Let us know :)
