The ip has to be assigned to your Xbox, by you manually setting it, or automatically through your router or a DHCP server. If you are trying to open up the NAT settings, then statically assign an available ip to your Xbox and open up the NAT settings for that ip.
Edit: Assuming you are using a router. But since your question seems to imply you know how to open up the NAT settings once you have the ip address, I'd imagine that must mean you have a router.
