I bet it's not all of them.

Actually they should be covered.  Since they'd be the lower level poor who are just above the current medicare limits.

The question is... what percentage of them will take advantage of being able to get medicare etc.

The problem isn't actually the system, it's people not being aware.  People not being aware they're on medicaid, or that health insurance polcies can be changed at any time with a refund of extra premium, and that if you keep shopping from place to place you can find much more stuff etc.

It's almost entirely an education and a get out and do it problem.
