approved and manufactured are two different beasts. the only thing approval does is allow it to bare the HD DVD logo. Im afraid the OP doesn't quite understand the situation as it is not like these discs are being pressed and sitting in a warehouse ready to be used. It is merely like a parent allowing permission to wed...that is all.
