Nanny state is the deregatory term for it, its definitely from the left.

 

It was actually a good idea, police have basically agreed not to prosecute unless the offense actually warrants prosecution - they have been given discretion. It came about after somebody beat their child with a riding crop and got away with it under the old 'reasonable force' law.

So spanking your kids probably isn't illegal?

Spanking your kids is theoretically illegal, but you almost certainly won't get in trouble. Its kind of like how everybody here drives 5-8 km/h over the speed limit - the police just choose not to enforce the law as strictly as they could.
