They say that about every edition of every major Japan centric game. They said it about DQIX: "Square Enix has said that it hopes to bolster the franchise's worldwide appeal with DQIX, giving the game a more action-oriented premise than previous games in the series."(gamespot). They said it about Monster Hunter on PSP (there were even ads here with "the game that's taken Japan by storm").

 

Maybe they'll manage it, but it's not a unique ambition/promise.

I'm pretty sure at least part of DQIX/X and MH3 coming to Nintendo systems had to do with the promised Nintendo push/promotion in western markets.  It is a bit like FFVII in that sense, which Sony pushed directly.

Nintendo's been hugely successful with Layton, so I'm eager to see what they do with DQ and MH.
