Mass Effect has a great story, but the only gameplay mechanic that is fused to the storyline is the dialog system, and that is purely reactionary. You decide how your character reacts to what just happened. Basically it's like listening to a person talk on the phone and responding to every comment with either 'That's great', 'I see' or 'you stupid idiot'. It's very far from what PW does.

JRPG's are usually simply divided into story and battles. During battles you play, during story you listen. That's all. No thinking about the story necessary. Sometimes that works great.
