I think its a fixed upper score limit for the trophies, depending on whether its a full retail, PSN or DLC.
I wouldn't say developers are being stingy, too many games just fling trophies at you for doing absolutely nothing, only trophies I hate are MP trophies in games where the MP is doa, which basically scream boost or forget me.
