Microsoft does also own Blue Dragon. Microsoft has allowed its IPs to be released on the DS in the past because it helps make their IPs known to a wider audience, potentially convincing some of these people to buy a 360 for these IPs. This is especially benefitial in Japan, given the DS's success in the region, and that is why they brought the Blue Dragon franchise to the system.
