I think that's still a bit of a mystery. I don't know whether the PS3 one was actually less compressed as data - i.e. 360 700meg was actually more data better compressed based on how 360 handles and installs data vs PS3, or because for some reason there was more content in the PS3 data - be it more languagues (which seems doubtful as there wasn't a lot of dialogue in the demo) or some other data.
The issue with that example is whether it's indicative of the different download mechanisms or something intrinsic on the consoles that would carry through to data stored on a disk.
Try to be reasonable... its easier than you think...
