This is a necessity, I'm sure. 3 DVDs probably cost more to replicate than 1 BD, and the 6 (or more, thanks to much of the game data being replicated on every disc) DVDs it would take to have everything would probably push the 360 version too far down the profit/unit bar to make it truly worthwhile.
I'm sure S-E has done its best, with what they have. Honestly, who notices the difference between mega-compressed MPEGs and mildly compressed ones anyway?
