That figure of 1.5 million would  be the total sales for the XBox 360 version of FFXIII.

The first week sales of FFXIII in Japan should exceed 1.5 million sales and 300k PS3s could be sold in Japan for the first full week of FFXIII launch.

200k FFXIII limited edition PS3 bundles were apparently sold out within hours on the launch day of FFXIII.

This is apparently not true base on smbu2000's experience
