MS gave them $50m to make the DLCs. GTA IV cost $100m to make. These costs include the following:
Creating a new graphics engine; licensing the physics engine; creating the whole city, cars and citizens; programming gameplay mechanics etc.
They can just copy & paste them and make a new main character and some new missions with a nice short story and viola. You have the first GTA DLC.
The XBL sales of the first DLC alone made enough money to break even for both DLCs.

Maybe I worded my post wrong. I'm sure the process isn't as easy as you make it to be, especially since it took so long for them to be released. DEFINITELY not THAT easy. I fully understand what you're saying though, but time is money and it took a long time.
What I was saying about sales though is that, since it took so long to develop, hype died down, which caused sales not to be up to there expectations. This in turn led to them not making the profit they expected to make.
Edit: I'm sure they made a good sum of money though, my first post actually didn't make much sense after I re-read it, please ignore it.
