I think you hit the nail on the head...especially given that M$ is usually willing to pony up some cash.  Basically, Ea should approach M$, Sony, or Nintendo for partnership deals on certian IPs.  I use examples from the film industry alot, because it works for blockbuster movies (which would get made without investors).  Take for example Dante's Inferno...EA knows that GoW is coming on the PS3, so yeah, they should have signed a deal with M$ to work on the IP.  There are franchises like Battefield, MoH or Madden and Fifa that you know are going to deliver heavy numbers going multi-platform, but for new IP, it makes sense to try and wean down your development teams to deliver focus products.
