I think ensuring the well being and improving the quality of life of mankind is much, much more important than the lives of animals, so yes, I think it's right to do tests on animals.
As if it's right to do those tests by the cosmetic industry (in contrast to the scientific/medical research, where I'm in full support), I dunno. Maybe it's wrong, but I don't mind much if they do it
