Exactly,  A console's GOTY should be exclusive for that console, IMO.

I guess the choice would be between ODST and Fora 3 then, as they are the only full 360 exclusives really.  2009 was a rather lean year for full on exclusives for 360 I thought.  Plenty of strong console exclusives like L4D2, but that's a huge Steam title too.  2009 MS seemed more focused on exclusive DLC, building hype for Natal and securing strong budles/deals for November/December than pushing a steady stream of full 360 exclusives.  Next year will be much stronger I think.

Don't forget Halo Wars! It was a really great game. The only console RTS I've ever enjoyed (I've heard great things about BFME 2 on consoles but I played it on PC).

Actually, Halo Wars was a good RTS - I did forget about it though!.  Yeah, that would count.  I think that, while you'd expect the best game on a platform to be exclusive, it just wasn't that kind of year for 360.  The best titles on the platform were multiplatform, hence the contenders and the result.

In truth the majority of great games on PS3 were multi too - but with Uncharted 2 being an obvious standout the voting for PS3 is easy this year and they could go for the exclusive title.

I really don't think any 360 owners should be worried an exclusive wasn't picked.  Next year there will see Mass Effect 2 (okay, on PC too) and Alan Wake plus Reach, so I'm sure picking a 360 exclusive next year won't be a problem.
