The big 10 is not ragged on for their particular bad quarterback play, more as their particular bad speed on both offense and defense. Not many big 10 teams have fast enough linebackers to chase down opposing quarterbacks or runningbacks or recievers from the SEC or other big conferences because of this speed. There are other elements other than speed but it is one of the biggest deferences you will see when watching the two said conferences clash in a game. Just watch Ohio State, as much as I love them, in the last few bowl games they had in the past years. They could not contain on defense. And the offense could not answer because they were either to slow or could not defend the on coming rush. Although in recent years the big 10 have been trying and hoping to get better players to overcome these differences.
