Yeah, it's not like old Hitchcock where the villains were creepy and methodical, which lent itself to the slower pace of old horror movies. Old zombies were slow, handicapped, and dumb. On top of that, almost all the movies were B-grade schlock that wasn't very good to begin with. Not a recipe for success, though there are a few older zombie movies I don't mind. zombies were slow because the film sub-genre hadn't developed beyond logic, which you really have to do in order to make a movie. They hadn't gotten beyond the "zombies just got out of rigor mortis" idea, when they could be part of a mob running up to feast on ya
