Don't expect a graphics upgrade.  This is likely it.  But Crackdown, though pretty at times, was never known for its graphics.  It was all about the sandbox crazinesses and this looks to retain that. 

The question is will it have enough ADDITIONAL stuff to justify itself as a full priced sequel.  Looking at this trailer, I still don't know.

They refined the graphics.

As for being a sequel, it adds weapons, vehicles, 16 player versus multiplayer, 8 player co-op horde mode type, 4 player campaign co-op, updated city, addition of underground levels, enhanced campaign, enemy types that are as strong as the player, etc.  Sounds like most sequels to me.
