I think they backed it pretty well when there were the games (and when those were all the choices). But FFXIII not being on it and the recent JRPGs that got ported did make it bad for it again.
And yeah, there is Japan-only 360 exclusive stuff but it's very niche stuff, and a lot more popular on the PC.
