I have a feeling they're doing that to make the player feel more 'secure' to make the stressful times feel more stressful... something like that.
It's the same reason there's comedy in horror films. They found that without a way to relieve the stress the movies would be less enjoyable. At least that's what I think they're getting at with the more "power".
