Wait untli you are 600-800 exp points away from leveling up while playing as good.
Then go to Megaton, Rivet City, etc and kill people. Watch your karma. If it gets neutral, stop killing and start lockpicking somewhere till you level up (stealing doesnt decrease your karma as much).
when you get it, just load it again and kill people till you level up then you will get for the bad karma.
