Probably you mix it up with Rapid Racer, in that game you race on water too.

Do you own Rapid Racer?

 Rapid racer really sucked especially if you played Wave Race 64 first and then Rapid racer.

Possible that I own it on Playstation I am not sure anymore the list of all the games is at my parents.
