It's much closer to X in staff than any of the games before X at least. It has 2 of the 3 designers of X, a different writer, and the composer Uematsu dumped the last 1/4 of X's music on after he got bored with it is the main composer for this game.

"Final Fantasy XIII is made by Square Enix Production Team 1 (led by Yoshinori Kitase), meaning that the development team will look more like it did when Final Fantasy X and Final Fantasy X-2 were made, rather than Final Fantasy XII. Several of the game's developers have worked on previous installments of the series. Yoshinori Kitase, director of Chrono Trigger, Final Fantasy VI, Final Fantasy VII, Final Fantasy VIII and producer of Final Fantasy X and Dissidia: Final Fantasy among others, will once again return as producer for the game. This is from Wikipedia. This game will be made by nobody else but the people who made the previous FF games.

It's exactly as I said. Two of the designers are on FFXIII, the writer for FFXIII is different (toriyama is doing it), one of the two artists is present, and the composer is Hamauzu, who wrote up the 4 or 5 songs in FFX that Uematsu didn't do.

You really need to chill out. Don't pop a vein about anything that could possibly negatively impact FFXIII.
