I'm sure he's referring to the fact that it lacks almost the entirity of the staff responsible for developing the vast majority of that series. I guess it depends on what you think defines the franchise more... the people who made it or the name attached to it.

But the makers of Final Fantasy 13 compose of the majority of people who made Final Fantasy X.
