FFXIII is definitely not an action RPG by any stretch of that genre. It uses a fairly basic turn based system where you slot commands together which are executed when the command bar is full. It's basically a minor evolution to the combat system of Chrono Trigger, which has been the basis for RPG combat systems in FF games since its release.

You can slot up to 4 commands into the command bar, which are then all executed in order when the active-timge gauge fills. This is basically identical to the combat system found in FFX, with the exception of the slotted commands. However, you cannot combo commands between characters from what I've seen. They may only be slotted for one character at a time.

For example, you are in combat and Lightning's ATB is filling up. You can now select 4 commands for her to execute when the bar fills. Example: Attack, Blizzard, Attack, Attack, and Lightning will execute them all in order. Presumably the order in which they are selected will add different effects to the attacks, and the further down the command bar you are, the stronger the move performed. So the 4th slot attack will do more damage than the first slot. I also think that if you put Blizzard in front of an attack, it will add that element to the next attack.

Hopefully that will help people understand the combat system.

@Munkeh, you cannot move freely in combat. The combat system is almost identical to FFX aside from the 4 command slots.
