FFXIII is definitely not an action RPG by any stretch of that genre. It uses a fairly basic turn based system where you slot commands together which are executed when the command bar is full. It's basically a minor evolution to the combat system of Chrono Trigger, which has been the basis for RPG combat systems in FF games since its release.

Yes they can. I'd saying FFXIII's combat system is more akin to Xenogears' battle system (except you can't preform Death Blows at the end of every combo you make). You can do air combos in FFXIII as well. Don't even get me started on how you can use Summons in the combat system.
